To prepare an M3U list for use with an app or device that supports M3U playlists, such as PL (which could refer to a media player or another software), and ensuring it's working properly (hence the "work" in your request), you'll need to follow a few steps. M3U files are plain text files that contain the names and locations of media files (often streams) that the media player should play.
